On the recordOctober 19, 2021
Not to prolong the discussion, but Article I, Section 4 of the Constitution makes it abundantly clear that the responsibility for election administration is a joint one between the States and the Congress, and that the Congress, at any time, can alter regulations or the efforts to control the vote in a particular State. That has been true ever since the drafting of the Constitution. It was true at the time of passage of the 15th Amendment. It was true at the time of the passage of the Voting Rights Act. So I look forward to the possibility of working with any colleague on protecting the sacred right to vote in this country. I will have further comments on this legislation today. Thank you. I yield the floor.
