Mr. President, I ask unanimous consent that when the Senate completes its business today, it adjourn until 2 p.m., Monday, March 31, 2014; that following the prayer and pledge, the morning hour be deemed expired, the Journal of proceedings be approved to date, and the time for the two leaders be reserved for their use later in the day; that following any leader remarks, the Senate proceed to the consideration of H.R. 4302 under the previous order; that at 5 p.m. the Senate proceed to executive session to consider the Owens nomination, with the time until 5:30 p.m. equally divided and controlled between the two leaders or their designees.
