The bill that passed has $1.6 billion. The one that passed last year had $1.3 billion. You know, that's a lot of money and does specify a whole series of things but, again, part of the burden on the administration is to come forward and say these are where we think the money -- this is where we think the money could be most effectively spent to give the maximum protection to the American people including the American taxpayers.
