Mr. President, I think I would title this amendment the ``Are There No Limits?'' amendment. My amendment is that there should be no tax cuts for anyone earning-- an individual earning--more than $1 billion a year. There are 170 people who fit into that category in this country. That is 6,000 times the income of the average American family. The Senator from Idaho is discussing how these tax programs work. We can discuss and debate that, but the question is, Do people who make $1 billion a year need a tax cut? If you believe that people who make $1 billion a year deserve and need a tax cut, signify by voting no. The PRESIDING OFFICER. The Senator from Idaho.
