Mr. Chairman, I rise in opposition to this amendment. I usually vote to cut spending everywhere I can, but not when it hurts and does harm to our national security. Mr. Chairman, I have been very critical of our President because I thought he has been cutting too much from our national defense. Even the President is opposed to this amendment. Mr. Chairman, I have a letter from a commander of our Strategic Command, and I want to quote this much from it: ``This will result in unilateral reductions below those negotiated by current arms control agreements.''
