I was glad to hear the chronology of the Senator from North Carolina basically reinforce what I represented. Republican Senators including Senator Helms had notice of the proposed House offer 2 days before it was made. There was no objection to the acceptance of that offer by any Senator attending the conference. No objection. It was agreed to by the conferees.
