“The Senator is correct in noting that Head Start administrators at the national and regional level have historically had broad authority to approve locally designed ways of delivering Head Start services. I am pleased that this authority continues under the pending reauthorization. It is essential that all local programs meet Head Start's performance standards. I also believe that Head Start administrators should have the flexibility to implement a variety of models. They might include combinations of in-home and center-based programs, programs that extend services beyond the traditional part-day or part-week model, and jointly operated programs or other forms of collaboration with child care and other early childhood and family services.”
