we have worked out a compromise. This amendment makes it clear that every State plan must adopt strategies to provide every child an opportunity to learn. The language is streamlined and simplified. We also incorporate provisions for technical assistance for States that request help as they address the problem of school finance inequities. This amendment will help to make sure States do not ignore the issue. But it also will allow States to take many, many different approaches. I thank the two Senators for their cooperation. This is a very important issue. We have tried to deal with it in a fair way. It seems to me to be a sensible and responsible approach. I thank our colleagues for their assistance.
