INSTALLATION OF OVERFLIGHT NOISE MITIGATION DEVICES. To reduce the impact of overflight noise on local communities, the Administrator of the Federal Aviation Administration shall engage and cooperate with air carriers to identify and facilitate opportunities for the air carriers to retrofit aircraft with devices that mitigate noise, including vortex generators.
