The Clerk read as follows: Mr. Moulton moves to recommit the bill H.R. 3192 to the Committee on Financial Services with instructions to report the same back to the House forthwith, with the following amendment: Add at the end of the bill the following new section: SEC. 3. PROTECTING SERVICEMEMBERS AND OTHERS. The safe harbor provided by section 2 shall not apply to private suits filed by servicemembers, veterans, seniors, students, and family members of servicemembers, veterans, seniors, and students.
