This has been a good debate, and it has been legitimate. There is a sincere difference of opinion here on how to proceed. I have acknowledged time and again that I believe that the underlying support for this bill is indicative of the fact that it does address many of the problems that we have spoken to in committee during the last few years. The key question that we face today, Mr. Speaker, is essentially this: How do we get low- and moderate-income workers to be full participants in the private retirement system of this country?
