The Clerk read as follows: Mr. Neal moves to recommit the bill H.R. 636 to the Committee on Ways and Means with instructions to report the same back to the House forthwith with the following amendment: Add at the end the following: SEC. 6. NO INCREASE IN DEFICIT OR DELAY OF COMPREHENSIVE TAX REFORM. Nothing in this Act shall result in-- (1) an increase in the deficit, or (2) a delay or weakening of efforts to adopt a permanent extension of the provisions of this Act, so long as it is accomplished in a fiscally responsible manner. SEC. 7. SHORT-TERM EXTENSION WHILE COMPREHENSIVE TAX REFORM IS UNDER CONSIDERATION. Notwithstanding any other provision of this Act, any temporary provision of law the application of which is otherwise made permanent under this Act shall be hereby only extended for 1 year.
