Mr. Speaker, the gentleman from New York, my friend, knows that that decision was rendered by a federal judge, not by this Chamber. Mr. Speaker, I yield 1 minute to the gentleman from New Jersey (Mr. Pascrell), chairman of the Subcommittee on Oversight, who has led on a number of provisions, including extending the earned income tax credit to Puerto Rico.
