Mr. Speaker, this is not the bill I would have written, but this is sensible policy. There is no denying the fact that, despite what the two previous speakers have said, 16 million children will benefit immediately from the expansion of the child tax credit. This is not welfare. Addressing childhood poverty in America ought to be a priority for us every single day. Low-income housing tax credit is sound policy. Our economy grew 3.1 percent last year thanks, in some measure, to Joe Biden's economic policies. I can't believe that we would sit here tonight and hear that addressing childhood poverty is welfare. The number of children in America who live outside of the mainstream because of concerns that they did not create tells much of the whole story. This is a bipartisan piece of legislation. It is not perfection. It is not what I would have written, but this is a decent tax package to go forward.
