I am pleased to support a much improved version of this bill returned from the other Chamber. And I thank Mr. Durbin directly for his good work on this bill to remove the unfettered discretion of Federal officials and to limit some of the proscribed activities to include intent and intent to disturb. I am pleased to support this bill in its final form.”
