Speculators do bet on that. Bubbles also occur in markets now. A witness to the Foreign Affairs Committee said we have 4 percent of the proven oil reserves. And yet the Republican response is, drill that 4 percent; it will solve our problems. We have 4 percent of the world's oil reserves. Drill the reserve and that will solve our problems. The numbers are the numbers.
