I will just say that our responsibility on the subcommittee is to allocate resources. There are times when some committees have more responsibilities than others, and that is what we have tried to do. There was a request by the chairman, and this is unusual, too, because this is one of the rare places where the Senate and the House have to come to agreement on something that they mutually share. Both chairmen asked for this increase. We are going to provide that increase if the committee agrees. So I would again urge defeat of this amendment. Mr. Chairman, I reserve the balance of my time.
