I understand the Senate version of the FSC/ETI bill includes the 'Green Bonds' proposal. As the gentleman knows, the Green Bonds proposal is intended to spur investment in building design and technologies which reduce energy consumption. They promote alternative energy use and improve environmental quality. The Green Bonds proposal also has tremendous job creation potential, as it includes specific minimum job creation requirements for projects. While the legislation we are about to approve does not include the language relating to Green Bonds, I hope that the House will be able to accept the Senate-passed Green Bonds proposal in conference.
