Pollution is a subsidy, right? It is a cost to society that those that generate it don't bear.

This is, in all likelihood, my last committee hearing as well. It has been an extraordinary honor and pleasure and privilege for me to join all of you on the best committee in Congress.

And this is very much a life-or-death situation for the millions of people with chronic health conditions...
