They may have a preference not to invest in new technology and to keep selling the technology they have, but this will leave them vulnerable to oil price changes in the future.

That is a very real risk. And I think what we saw before was that American automakers become less competitive when they allow their fleets to stagnate and don't invest in improving efficiency and reducing oil use.
