First and foremost, I am not overly fond of the term 'functional zero,' because when you look at our veteran population, those that are not VA eligible, a vast majority of those, over--almost 70 percent are over the age of 50.

That is a very real risk. And I think what we saw before was that American automakers become less competitive when they allow their fleets to stagnate and don't invest in improving efficiency and reducing oil use.
