He wants very badly to sign legislation for a tax reduction, but he is going to make certain that it goes chiefly to the middle class. He is going to make certain that it does not explode deficits in the outyears so that we do not go through what we went through in the 1980's with the deficits reaching as high as $330 billion a year, as they would have been in fiscal year 1993 if we had not...gone through that very tough exercise in 1993. And thirdly that it must encourage education, because that is the way that our people are going to grow in their opportunities, in their capacities to contribute to America and to their families.
