I just want to express that this amendment for a program which is totally authorized, and we are not running above the authorization number on Amtrak by any means at all, but this is a killer amendment for Amtrak to remove all of their capital funds, as this amendment purports to do. So I oppose the amendment, and urge a ``no'' vote on the amendment.
