“I believe that Mr. Milosevic is wrong and that the War Crimes Tribunal will eventually have its course and way with him. I believe that whatever brought us into this situation, whether people agree or disagree with the events, we are not going to be able to undo the past. I believe that we should and must try to reach a diplomatic solution to this situation which resolves the refugee situation, which resettles people, which leaves Mr. Milosevic subject to the War Crimes Tribunal and which gets us back on track, and I believe that we have to do something about making sure Mr. Milosevic has encouragement to come to the table, which is why the war strikes will continue. With regard to ground troops, I ask the sponsors of this bill whether or not they might be willing to have a unanimous consent to change the word 'elements' to 'troops' and resolve whatever disagreement we have on that.”
