I obviously associate myself with the remarks of the gentleman from Wisconsin [Mr. Obey], and I close by saying that we have to take a chance, Mr. Chairman. I do not want to take a chance that 45 to 55 thousand women, infants, and children are going to be at risk at the end of this year. I will take the chance that some insurance agency does not make all of the commission that they might otherwise be entitled to under this bill.
