But as the gentleman from Massachusetts (Mr. McGovern) mentioned, there are other good things that could have and should have been in this bill that unfortunately have been set aside because of the self-inflicted situation where the majority in this House has chosen to take money and throw it out the door to people who are already wealthy and decide not to invest in the children of this country. If we want to talk about future productivity, if we want to talk about a way of improving our education system in this country, then we would try to make sure that our early childhood programs and Head Start in particular would have every opportunity for success. Instead, the Committee on Education and the Workforce get a budget that is so small that they have to then work within those constraints and come back and tell us, gee, we do not have enough money to do all the right things that we need to do.
