There is always a reason. And when you talk about prioritizing, we had amendment after amendment on the Republican side to cut special ed, to provide money for another program.

I think that the Noel Canning case may seriously impact that, in which case we are all going to be concerned about that.

I just haven't heard any evidence that indicates to me that there is any reason to believe that this board won't be fair-minded.
