This is not an argument about whether we will move forward or not. This is an argument of just how we will move forward. Everybody seems to understand what the purpose of the two rules, the 12-hour rule and the 50 percent provision, are. The question is how are we going to deal with those issues as we move forward. How are we going to assure that there are standards adequate to ensure our students a good quality education and protect the financial aid money over which we are the stewards. Nobody really disagrees with the fact that the 12-hour rule and the 50 percent provision need to be addressed. Some time ago, in 1998, when the Higher Education Act was being reauthorized, the now chairman of our subcommittee showed his leadership by saying we should have a demonstration program. Now he has changed that and his leadership is taking us in a different direction, but some of us would like to stay the course.
