We ought to engage our brains before we engage our pocketbooks. What sharp contrast that statement is to the administration's apparent focus now on starting a system that they admit has not been shown to have been tested thoroughly and that has not been shown to work. We are making an exception for national missile defense, and hundreds of billions of dollars. We are not going to engage our brains, we are going to engage our pocketbooks and start down a path that creates all sorts of mishaps and mischievous.
