I simply close by saying this is a system which has not been realistically tested in the operational sense. The moneys that are being cut here are not necessary for near-term programs. They are high risk, down the road. It is appropriate for us to redirect those spendings on issues that are more immediate in terms of our national security defense at this point in time. I urge my colleagues to support this amendment.
