It was first offered by Senator Biden and myself as an amendment during the Foreign Relations Committee markup of the Foreign Relations Authorization Act. The fact is, it then was modified and included in the Senate-passed Energy bill with a bipartisan initiative with Senators Hollings, Hagel, Stevens, Byrd, Lieberman, Murkowski, Bingaman, Snowe, and Thompson on April 23. Now, I can say to the Senator, there is no way possible to deal realistically with the issue of global warming on an international basis unless we deal with other countries.
