I suppose the first place to begin is by setting the record clear that the amendment has been completely and totally mischaracterized. This amendment does not affect the projects that are in the WRDA bill. The Senator has said this would kill the WRDA bill and every project in the bill would have to go back and be redone. That is specifically not true because this is targeted toward future projects, and it specifically leaves out those projects currently approved and in the process. So it doesn't touch anything in this bill. That is No. 1. That is the first mischaracterization. Secondly, the Senator from Oklahoma spent a lot of time talking about Kyoto and how Kyoto would be terrible, Kyoto would require people to do this. We are not doing Kyoto. Kyoto is sort of out of the picture, in a sense, for us because we are well beyond the ability to ever meet Kyoto. More importantly, when he cites the European community not living up to Kyoto, Kyoto doesn't go into effect until next year. They don't have to meet it until next year and they have until 2012 to meet it.
