Look, whether it is the plan of the President or this plan, both of them are operating on some element of faith that hopefully the Government is going to stand up. If it doesn't, we all got a problem. What we have here is one resolution--I keep hearing people come to the floor and saying they are definitely against an indefinite presence in Iraq, but they are indefinitely against being definite about it. You can't have it both ways. Either you are going to push this process or we are locked in the current paradigm. Does my colleague think the current paradigm is going to do it? It may, but I am saying this for the last time: If it does, it will be at a greater cost in American life; it will be at a greater cost in dollars; it will be at a greater cost to the war on terror; it will be at a greater cost to our reputation in the region; and I believe there is a better way to get this done.”
