if we can, I think we have had about six or seven missiles launched our way. Now I am going to show you what one good defense can do to alter the balance of power; and that is what this is all about: reality. We have just heard the Senator from Arizona--first of all, I am so happy we are engaged in the debate. I thank my colleagues for the seriousness of the debate. And this is where we get to the heart of this, and I look forward to it. The Senator from Arizona just engaged in a couple questions--the senior Senator--the junior Senator. I have to get this straight. The junior Senator. I have it straight. The other guy is senior in every way. What can I say. In that colloquy, they suggested there is some kind of confusion and that we are proceeding down a road where somehow we are going to come into some kind of a confrontation over this issue. Let me begin by saying, it does not take missile defense or any misunderstanding over it--there is not one; I will come to that next-- but it does not take that or any other misinterpretation of the treaty for the Russians to decide to get out of the treaty or for the United States to decide to get out of the treaty.
