I want to compliment the Senator, and confirm on the record that Senator Kyl indeed brought to the attention of the administration and to all of us several points which the laboratory chiefs agreed were in deficiency. And he is absolutely correct, that while it is not directly within the four corners of the treaty, the modernization, per se, obviously if you contemplate reductions, you have to also be able to understand you are maintaining the capacity of your existing force. Senator Kyl has been diligent in pursuing that. I also applaud the administration for responding, and I think he would too, and acknowledging that. So he is correct, that I think this part of the record is an important one. We have met separately with Senator Inouye, with Senator Feinstein, and they have agreed with Senator Kyl, that they accept the need to continue down to the levels that the administration has put on the table, and they are committed to doing that.
