I personally appreciate all of the efforts and good faith and engagement of the Senator from Tennessee, the Senator from Georgia on the committee, Senator Lugar, and others. This has been bipartisan as a result, and that is the way it ought to be. We had a very significant vote, 14 to 4, coming out of our committee that brought this treaty to the floor. I am proud of that on behalf of the committee, and I think that is the way we ought to deal with it here. Now, I don't want to get these other issues clouded up in this debate. That is not what I am trying to do, and I am not going to spend much time on it at all except to say this: We don't control what the House of Representatives decides to do. The majority leader does not. They decided to do something and they passed a bill and they sent it over here. That also has bipartisan support. My hope is that everybody will simply rise above whatever-- however they want to view these votes.
