I think I have said many times in the course of this debate that it is imperative for us to deal with the issue of tactical nuclear weapons. In fact, the resolution of ratification has a section in it which specifically addresses this and urges the President to move to that. But not only is there no benefit to delaying this treaty from going into effect--I mean, that is what the amendment of the Senator from Arizona will do. Until this new verification and limitation mechanism is put into effect--the fact is that most of our experts, from Secretary Gates through Admiral Mullen and others, have all said to us: If we don't get this treaty, we are not going to get to the tactical nuclear discussion with the Russians. If we were the Russians and the U.S. Senate said: We are not going to do this until this, we would be looking at a long road where we have reopened all of the different relationships and we have discarded this one component of our nuclear deterrent that we find so critical, which is the submarine-launched missiles, the intercontinental ballistic missiles, and the heavy bombers.
