I do not think a lot of us on this side of the aisle have too often been accused of being the mouthpieces of big business, but I have a letter received recently from Paul Allaire, the president of the Council on Competitiveness, which says: Dear Senator Kerry: On behalf of the Council on Competitiveness--a coalition of chief executives from U.S. industry, higher education and labor--I would like to express my support for S. 4, the National Competitiveness Act. He specifically points to what the ATP and the diffusion of technology for small- and medium-sized manufacturers will do. Mr. Allaire points particularly to stimulating investment in high performance computing and communications and says, ``These applications will help translate the potential of a 21st century information infrastructure into tangible economic and social benefits for the American people.'' S. 4 is an effort to try to make the United States competitive. It deserves bipartisan support.
