As you know, Congressmen Shadegg and Coburn will be offering a substitute amendment as the budget resolution on the House floor today. This amendment is being characterized as the President's budget. The administration has not been consulted in the development of this amendment. It is our understanding that it is based on a set of assumptions and is quite different from those presented in the President's budget. Therefore, this is not the President's budget.
