They are going to look at the total cost of ownership, including the initial purchase price plus the cost of utilities over long-term usage, understanding that many purchasers of manufactured housing don't live there for the 30 years that the Department of Energy was using to amortize the energy costs. This bill streamlines bureaucracy, and it clarifies accountability. It does not lower energy efficiency standards, but it does lower prices. This is why the National Housing Conference, which is a continuum of affordable housing stakeholders, has endorsed this legislation. I encourage my Democratic colleagues to do so, as well.
