The text of the amendment is as follows: At the end of the Rules Committee Print, add the following new title: TITLE VI--COMBINED EFFICIENCY AND RENEWABLE ELECTRICITY STANDARD SEC. 601. COMBINED EFFICIENCY AND RENEWABLE ELECTRICITY STANDARD. (a) Definitions.--For purposes of this section: (1) Distributed renewable generation facility.--The term ``distributed renewable generation facility'' means a facility that-- (A) generates renewable electricity; (B) primarily serves 1 or more electricity consumers at or near the facility site; and (C) is no greater than 2 megawatts in capacity. (2) Electric consumer.--The term ``electric consumer'' has the meaning given that term in section 3 of the Public Utility Regulatory Policies Act of 1978 (16 U.S.C. 2602). (3) Electric utility.--The term ``electric utility'' has the meaning given that term in section 3 of the Public Utility Regulatory Policies Act of 1978 (16 U.S.C. 2602), except that, for the purposes of this section, such term does not include any agency, authority, or instrumentality of the United States Government. (4) Electricity savings.--The term ``electricity savings'' means reductions in electricity consumption, relative to business-as-usual projections, achieved through measures implemented after the date of enactment of this section.…”
