I ask unanimous consent that reading of the amendment be dispensed with. The PRESIDING OFFICER. Without objection, it is so ordered. The amendment is as follows: (Purpose: To delay the effective date until the President determines that the pipeline will not have certain negative impacts) At the end, add the following: SEC. ___. EFFECTIVE DATE. Notwithstanding subsections (2)(a) and (2)(b), this Act shall not take effect until any consultation, analysis or review required by the National Environmental Policy Act, Endangered Species Act, or any other provision of law that requires Federal agency consultation or review, is completed with respect to whether increased greenhouse gas emissions, including the indirect greenhouse gas emissions over the lifecycle of oil sands crude oil production, and transportation from the diluted bitumen and other bituminous mixtures derived from tar sands or oil sands transported through the pipeline, described in section 2(a), are likely to contribute to an increase in more extreme weather events.
