Mr. Chairman, let me begin by commending the gentleman from Louisiana (Mr. Tauzin), the chairman, for the exemplary way in which he has handled this very important path-breaking piece of legislation. He, along with the gentleman from Virginia (Mr. Bliley), have treated myself and the gentleman from Michigan (Mr. Dingell) very well in terms of ensuring that the minority have their views completely included in terms of the deliberations and ultimate product which has been produced. We also want to compliment the gentleman from Illinois (Mr. Shimkus) for the work and the leadership which he has given on this issue. He is the lead sponsor of the bill. Just as the gentleman from Louisiana has been saying, this is a new era which we are in in which 68 million Americans now subscribe to some form of wireless technology. 68 million. This was something that was rare in America in 1990 and has almost reached the point of ubiquity in terms of either subscribing or thinking about subscribing to this technology. As a result, we have to update our laws to ensure that we are moving in a direction which deals with the implications of the introduction of such a pervasive technology.
