May I ask a parliamentary inquiry. It would be this. Is it possible for me to speak for 5 minutes, then reserve the remainder of my time and have the Senator from North Dakota speak, and then I can reclaim the remainder of my time? The PRESIDING OFFICER. That will take unanimous consent.
