“Let me reclaim my time one more time to say I agree with the gentleman, it is where we draw the line. But if the average age of the average automobile on the American highway is 8 years of age, then at least let us give that protection. We can decide that in 10 years, in 12 years it is caveat emptor, but, my God, most of us, when and if we buy a used car, we are going to be buying it in the sixth to eighth year category. So that is the only point I am trying to make here. The gentleman has moved the bill in the correct direction. I just think it stops short of capturing that group of automobiles which really is the most desirable used car that is being sold in America but with representations that may not fully reflect the safety of the car.
