I am not asking for this amendment to be considered en bloc. I would ask for the gentleman from Kentucky to explain further his point of order so that it can be better understood by the Chair and by the proponent of the amendment. I would yield to the gentleman from Kentucky. The CHAIRMAN. The gentleman may not yield, but the Chair will hear each Member in turn.
