I just don't see the evidence that this is the kind of serious verification of measure that Hillary Clinton was talking about.

At this point, it's hard to see how the Senate will feel it has enough assurances of things happening in China and India.

I think it's clear that there would have been a complete collapse in these talks. So give him credit for that.
