Again, both sides are having an eye on the clock. In the Democrats' case, they really want to keep things speed up as much as they can, probably as they can because they know in November, they may lose the House of Representatives and the midterm votes, and they want to make their case before that midterm vote, so that they can keep their numbers in the House that's close to majority as possible, and also as a setup for the general election.
