The law is plain on its face. It's a law that goes all the way back to the 1920s after the Teapot Dome scandal in the Harding administration, one infamous scandals in the American history, and the Congress said, from now on, the IRS shall provide tax returns upon written request of the chairman of the House Ways and Means Committee.

I think it's something that's spontaneous. It's happening in the country where just tons and tons of people are coming out because they feel that democracy is at stake that we're in real trouble here.
