Mr. Speaker, I missed recorded vote No. 92 due to a hearing of the Homeland Security Subcommittee on Counterterrorism and Intelligence. I would have voted ``no'' (Motion on Ordering the Previous Question on the Rule providing for further consideration of H.R. 5, the Student Success Act). Had this motion failed, House Democrats would have had the opportunity to offer an amendment making H.R. 861 in order. The SPEAKER pro tempore. The question is on the resolution.
